A Business Theory…

My theory, run the clerk’s office as a self sufficient department.

As your Davidson County Clerk my primary goal would be, within 1 year operate within a budget that the clerk’s office produces.

One is the controversial marriage license fee, others keep trying to figure what to do with this money some say donate it to charity, and one says they will not charge a fee.

Under my administration there will continue to be a charge for marriage licenses, this money will be put back into the clerk’s office budget. Earnings and other fees that are generated through the clerk’s office will be put towards the Clerks office budget. This businessman intends to show the city that the clerk’s office can fund itself, and hopefully provide an example in self sufficiency for other publicly funded city departments.

As to the Davidson County Clerks Office

DavidsonCounty has a population of 635,000 people; The Davidson county clerk’s office issued approximately 614,000 vehicle registrations and business licenses. This brings in more than 30 million a year in income, which means over 50,000 people a month do business with the Davidson County Clerk’s office.

The Davidson County Clerk asks and receives from the Nashville Mayors office, a budget of $4.5 million a year for operating expenses. The Davidson County Clerk has a Main office on 2nd Avenue and 5 satellite offices, and employs 80 people on a $4.5 million budget provided by the citizens of DavidsonCounty, our tax dollars.

A Word From Kenneth Eaton

For years now the politicians have imbedded in the minds of the voters that it takes a politician to run the government. It’s a proven fact when a business person is elected to a government office it is run more efficiently, and budgeted more conservatively.

These career politicians promote and back friends to the benefit of themselves, (by having another friendly face in the halls of governance) and the determent of the public; due to the friends our politicians are backing not having the experience necessary for the job at hand.  Being a nice person and having an extensive public service background are not sufficient quantifiers for a position that’s budgeted 4.5 million dollars each year.  In an office with 80 employees and over 50,000 customers per month, nice and public service won’t cut it. You need a business person, with experience handling a large company with millions a year income. You need a person experienced in cutting costs, balancing budgets, and managing each employee to their exacting standards.

As to public service experience public service offices are funded through public/government funding; therefore a Public Service worker cannot prove their successes in business through their public works experience. Sufficient to say, the budgeting skills required in any business, or multi-million dollar government office are not easily shown when you are provided funding out of the tax system. The best gauge of success in budgeting is whether or not a person has run a successful business. A public service officer has the perception of ‘if I don’t spend it I lose it next year’ wasteful budgeting.

A successful business person knows how to:

1. Handle employee issues, whether good or bad

2. Handle customer issues whether good or bad

3. Maintain, Budget and reduce expenses

4. Keeps an eye out for unscrupulous activities, whether from within the organization, or outside.

5. Organize a qualified and well trained staff.
